The Treasurer directs the Spectral Treasury, managing the state’s money. He also jointly coordinates the Spectral Elite Guard with the Watcher. He is an apparent mathematical genius, capable of performing complex probabilistic calculations in seconds. Never engage.
The Treasurer can be spotlighted up to 3 times per GM turn. Spend Fear as usual to spotlight them.
A creature who moves into Melee range of the Treasurer must make an Instinct reaction roll. On a failure, you gain 1d4 Fear.
Spend a Fear to describe how the Treasurer knows a secret about a PC in the scene. Using this intimate knowledge, the Treasurer has Advantage on all attack rolls against that PC until their next roll with Hope.
Mark a Stress to make an attack against all targets within Close range. Targets the Treasurer succeeds against take 8d6+12 physical damage, are knocked back to Far range, and are Vulnerable until their next roll with Hope.
When an opponent succeeds an attack roll against the Treasurer, mark a Stress to force that opponent to roll a d20 and subtract the result.
When the Treasurer makes a successful attack against a PC, you gain a Fear.
