The Sixth Lord of the Spectral Council.
The Peacekeeper is the single highest authority of the Spectral Guard. All Admirals and Generals report to her. Oversees the exposure and destruction of domestic rebellions and, theoretically, the conquest of foreign powers. Can often be seen leading her militias personally, as she seems to take pleasure in battle. Never engage.
The Peacekeeper can be spotlighted up to 3 times per GM turn. Spend Fear as usual to spotlight them.
Mark any number of Stress to select the same number of targets within Close range. The Peacekeeper will throw an Insignia Falchion in an arc containing all targets. Any targets it succeeds against will take 3d6+2 physical damage.
Mark a Stress to leap towards a target within Far range and deliver a crushing double-bladed attack. The target must succeed an Agility reaction roll or take 2d20+10 physical damage.
Spend a Fear to hurl a sphere of fire toward a target within Far range. The fireball explodes on impact. The target and all creatures within Very Close range must succeed an Agility reaction roll or take 8d6 magic damage.
Spend 2 Fear to unleash a swirling cascade of fire against all PCs within Close range. Any targets it succeeds against take 8d4 magic damage and are thrown just beyond Close range.
When this adversary makes a successful attack against a PC, you gain a Fear.
