The Watcher is responsible for maintaining surveillance over Teranon. An extensive link of mechanical sentries and an apparatus of horologically-refractive magic mirrors compound the Watcher’s already impressive powers, to lock on to a person’s soul anywhere in the world and see their intent. Never engage.
The Watcher can be spotlighted up to 3 times per GM turn. Spend Fear as usual to spotlight them.
The Watcher peers into your soul and sees your intent. His difficulty is increased by 12 until dispelled by a New Harbinger's Arm.
Spend a Fear to needle a target's fear, failure, or shame. Target must make a Presence reaction roll. On a failure, they mark 1d4 Stress.
After the Blood Stucker has been unsheathed, mark a Stress to lob red flame at a target within Far range. On a success, everything within Very Close range of the target will be immolated and burn. The target must succeed an Agility reaction roll to escape the flame, or take 3d6+6 magic damage.
If the Watcher is hit, he unleashes the full might of the Blood Stucker. An arc of blood-red energy rushes over all targets within Close range, dealing 10d4+5 magic damage. Once the blade is unsheathed, all attacks with it deal direct magic damage.
