Target: Specific vs Friendly Fire

If a card says it hits all targets in an area or all targets need to make a reaction roll.

Where is Target defined? Is it all enemies, Creatures, Objects?

Rulebook page 104 "Targets and groups":

An effect often asks you to choose a target within range. This means you choose a single creature to affect. [...] If an effect allows for multiple targets, you can choose any that fall within the parameters of the effect.

Targets = you decide (e.g. Rain of Blades from Midnight domain). Some effects apply to all adversaries or all creatures and their description says so explicitly.

Yeah I just assume "Targets" mean anyone except someone you don't WANT to target :)

My table is running targets as choices within the effect range band that the caster chooses to target.
