The palace of a Thunder Dragon has a breathable atmosphere for humanoids until the Thunder Dragon chooses to interrupt the effect. You can spend three fear to break the breathable atmosphere and bring the ocean crashing down upon any intruders. Every creature within the environment except for the Thunder Dragon and Water Elementals must make an Instinct reaction roll. On a failure they take 4d20 damage. On a success they take half-damage. Either way, if a character does not have some method of breathing underwater they will begin drowning.
