Cloistered Knowledge
A PC can attempt to persuade the Priests to allow them access to their records and scripts by making a Presence Roll. If they succeed, the Temple's Archives become accessible to them and their allies. On a failure with Fear, a PC can spend Handfuls of Gold equal to the current amount of Fear the GM has to gain access anyways.
By spending time, here pouring over the scrolls and tomes, a PC can make either an Instinct Roll or Knowledge Roll to uncover two pieces of the city's and the temple's oldest history. On a critical success, a PC can learn 3 pieces of information. On a Failure with Fear, a PC can Mark 1 Stress to still learn 1 piece of information, but can not come return to the Archives until they finish a Long Rest.

It was called the Staff of Promise, for its signal to the Last King of Allory that so long as it remained, the Cerulean Coast would know peace

The First time the PCs arrive in El Shagorna or The Cerulean Temple proper, begin a Progress Countdown (8). Progress the Countdown whenever the PC's make an Action Roll (outside of combat), or take a Rest. When the Countdown resolves, or if you spend 3 Fear while the PC's are present in the Temple, begin the "Temple Attack!" Event.
If the PCs are not present when this Event triggers, add the following to any ongoing lists of rumors:-
The Head Priestess of the Cerulean Temple was murdered, and a sacred artifact stolen. Witnesses saw the assailants dragging a large piece of wood off the cliff and into the ocean
