Once-human druids who surrendered to the Frostheart Wyrm's call. Their blood runs cold and their words summon storms.
The Frostfallen Shepherds were once druids — mortals who surrendered their warmth to serve the endless winter. Now they roam the tundra as pale silhouettes, cloaked in drifting frost and trailed by spectral elk made of snow and bone.
Their purpose is simple and sacred: to lead the cold where it has not yet claimed. They call it balance. The living call it extinction.
When a PC rolls with Fear while within Far range of the Shepherd, they lose a Hope.
Mark a Stress to summon 2 Spectral Elk. Spend Fear to spotlight them as normal.
Spend 2 Fear to have the Shepherd slam a runed totem in the ground, creating an icy whorl within Close range. All targets in this area must make an Agility Reaction Roll. Targets who fail take 5d4 magic damage and are Restrained by ice until they break free with
a successful Strength Roll. Targets who succeed must mark 2 Stress or take half damage.
When a Spectral Elk within Far range marks its last HP, you may mark a Stress to teleport the Shepherd to its location in a swirl of frost and snow. The Shepherd then makes one Frostband Staff attack against any PCs in Melee range.
