Socials challenges PCs in conversation, not combat. It’s not always important they are a formidable opponent in combat. Make sure this type of adversary has some useful Experiences and adversary features, and think of ways they might cause the PCs to mark Stress. Like a Leader, they might be able to summon, spotlight, or enhance nearby allies—or sway the disposition of other NPCs.
