When playing the Phantom, ask your players for one other NPC that their character feels guilt over. This could be a best friend they abandoned or someone they killed. The Phantom takes this form in order to manipulate the character into a remote place, where they are killed and eaten – after which point, the Phantom can take the character’s form permanently.
The Phantom can be spotlighted up to two times per turn. Spend Fear as usual to spotlight them.
The Phantom has the ability to perfectly mimic the form of someone that a player character feels guilt or regret over. When attacking a Guilt-Ridden PC, the standard attack deals 2d10 + 1 damage instead of its standard damage.
Spend a Fear to transform into a Guilt Form of a target character. If the target character can see the Phantom, they must succeed on an Instinct Reaction Roll to determine the illusion as fake or become Guilt-Ridden. While Guilt-Ridden, a target is Vulnerable.
When the Phantom makes a successful attack against a Guilt-Ridden PC, you gain a Fear.
When the Phantom is affected by a loud ringing noise (such as a bell or alarm) or a bright flash of light (such as the flash from a digital camera), it becomes Vulnerable for a Phantom Countdown (4). During this time, the Phantom cannot take on its Guilt Forms or gain benefits from attacking Guilt-Ridden PCs.
