Timer to Tragedy
When the PCs first gain the Spotlight, begin a Progress Countdown (10). Advance the Countdown each time a PC Rolls with Fear, fails against an Adversary's Difficulty, or an Adversary gains the Spotlight. When the Countdown Resolves, spotlight all Adversaries and narrate how at least one of them uses their Spotlight to slay the High Priest/Priestess.

About this environment
This is the point where the People of El Shagorna will need a group to step up to their defense. With the Wizard who guards the City gone, the Witch has sprung into motion a decades-long plan in the making.
If you as the GM decide that the stealing of the Staff of Promise is done too easily, feel free to make the Adversaries fight the PCs over it! But have some kind of backup in mind for the Witch to use in place of it later on in her Ritual!
